The Seal of Good Local Governance (SGLG) is an annual recognition program which aims to promote good governance among local government units (LGUs) by setting a benchmark for performance across various areas of public service. LGUs that meet or exceed the criteria in key governance areas are conferred with the SGLG, a symbol of integrity and efficiency in local governance.
Pasay City, after a thorough assessment, was recently validated and shortlisted as a potential SGLG passer for Calendar Year (CY) 2024. SEMINAR FOR THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC) MEMBERS AND VIOLENCE AGAINST WOMEN AND CHILDREN (VAWC) DESK OFFICERS OF PASAY CITY
The "Seminar for the Barangay Council for the Protection of Children (BCPC) Members and Violence Against Women and Children (VAWC) Desk Officers of Pasay City" was successfully held on September 18-19, 2024, at The Heritage Hotel, Pasay City. To ensure full participation, the seminar was conducted in two batches. BCPC Kagawads on Women and Family and VAWC Desk Officers actively took part, with the first batch consisting of representatives from Barangays 1-100 and the second batch from Barangays 101-201.
The program commenced with an in-depth discussion of the barangay protocols in managing cases of Children in Conflict with the Law (CICL) and Children at Risk (CAR). Mr. Potchoy Sahirul facilitated this session on Day 1, while Mr. Justy Rios continued on Day 2. The discussion included the Juvenile Justice and Welfare Act of 2006, or RA 9344, as amended by RA 10630, to provide a legal framework for handling such cases.
For the BCPC Functionality session, LGOO III Mikko Palo covered the legal bases and key performance indicators essential for evaluating the effectiveness of the council. Additionally, Mr. Palo tackled the functionality requirements for the VAW Desk, highlighting the roles and responsibilities mandated by law.
LGOO V Rhona Grace Perola conducted a session on the Safe Spaces Act (RA 11313), emphasizing the importance of implementing measures to address gender-based harassment. In the afternoon, LGOO VI Marlon Gatpandan discussed the provisions and implications of the Anti-Violence Against Women and Their Children (VAWC) Act (RA 9262), offering practical guidance on how these laws should be enforced at the barangay level.
Through the topics covered, participants were well-informed about the legislative frameworks and practical protocols necessary for protecting vulnerable groups within their communities.
Mayor Imelda Calixto-Rubiano honored the event with her presence, underscoring the necessity of implementing positive changes to protect the well-being of women and children. She emphasized that the knowledge acquired from the training should extend beyond the venue and be shared with key stakeholders within the community to enhance awareness and understanding.
